On Monday, something almost unimaginable happened: officials at the Colorado State University - Pueblo agreed to subsidize up to $270,000 in county funding to establish a new research institute focused on the impact of legalized medical marijuana on the community and just how effective it is at treating different health conditions. A portion of the funds will also go to the creation of a peer-reviewed journal on research findings.

The marijuana excise tax revenue will go into the establishment of the CSU-Pueblo dedicated to cannabis research. According to Commissioner Sal Pace, $220,000 of the allocated funds will go to medical marijuana research while the $50,000 share goes to societal impact studies.

It will be the first of its kind ever: a four-year university involved in this kind of research.

Pace said, “There's been a real dearth of research on cannabis in general in the last 50 years."  He also added, “Anecdotally, there's a lot of evidence that there are real medical conditions that can be helped by cannabis, such as glaucoma, Crohn's disease and epilepsy."

That isn’t the only news that signifies the government is turning a new leaf in marijuana research. On June 6, Colorado’s Governor John Hickenlooper signed Senate Bill 191, which states that $900,000 from Colorado’s Marijuana Tax Cash Fund will be apportioned for the CSU-Pueblo.

"We want to find out whether there are positive or negative impacts (of marijuana use) in terms of medical breakthroughs," CSU-Pueblo President Lesley Di Mare said. "We also want to understand what sort of impact marijuana has on communities where it is legal."

Paris Carmichael, Community Information Manager for the Pueblo County Board of County Commissioners, also said that the research on energy and water consumption in marijuana cultivation, as well as the profits pumped into the community versus regulation costs in the industry could be among what will be studied under community impact.

Di Mare added that the starting CSU-Pueblo facility will employ four or five members with backgrounds in varying disciplines such as business, biology, psychology, and chemistry. Other possible research topics may include cultivation of hemp plants, the economic impact of recreational cannabis use, and medical marijuana as treatment for epilepsy.

"The research is going to be very beneficial and going to be able to be used nationwide." said state Rep. Clarice Navarro, a Pueblo Republican as well as co-sponsor of Senate Bill 191.
